Per the City of Kirkwood Code (Chapter 5, Building, Construction and Housing) and Article IV: Fences, swimming pools must be enclosed by a barrier in accordance with the City's Property Maintenance Code. Fences require an application filed with the Building Commissioner and a permit before construction or reconstruction. The application must include the fence height, type, construction materials, and a site plan. Variances may be requested through the Board of Adjustment based on undue hardship. Permits are issued by the Building Division.
