Norfolk requires a minimum 48-inch barrier around all residential pools with self-closing, self-latching gates under the Virginia USBC. Openings cannot exceed 4 inches to prevent child access.
Pursuant to the Virginia USBC and ICC pool barrier standards, Norfolk requires all residential pools capable of containing 24 inches or more of water to be enclosed by a barrier at least 48 inches high measured from the exterior ground surface. Gates must open outward away from the pool, be self-closing and self-latching, with latch release located at least 54 inches above the ground or on the pool side of the gate. Openings in the barrier must not allow passage of a 4-inch sphere (reduced to 1.75 inches at the bottom). Chain link fence mesh openings are limited to 1.75 inches unless slatted. Where a house wall serves as part of the barrier, doors leading to the pool area must have alarms or the pool must have a powered safety cover.
