For multifamily (RM) developments, PMC 20.25.020 imposes a stricter local standard: pools 12 inches or deeper must be surrounded by a fence, wall, or enclosure at least 6 feet high, with no opening greater than 4 inches wide, and a self-closing gate. Public, club, or HOA pools that meet the definition of a 'water recreation facility' must additionally comply with WAC 246-260-031 (60-inch barriers for limited-use pools, 72-inch for general-use), enforced by the Tacoma-Pierce County Health Department. Building permits and inspections for pool barriers are issued through the City of Puyallup Development Services / Building Division.
