All residential pools and spas holding more than 24 inches of water must be enclosed by a 48-inch minimum barrier with self-closing, self-latching gates. House walls may form part of the barrier only if doors leading to the pool have alarms or power safety covers are used.
Raleigh enforces the North Carolina Residential Code Appendix AG (Swimming Pools, Spas, and Hot Tubs) as the governing standard for residential pool barriers, with local amendments in UDO Sec 6.7.5. The barrier must be at least 48 inches tall measured on the side away from the pool, have no openings greater than 4 inches, and have no horizontal members within 45 inches of grade on the outside that could serve as footholds. Chain-link fencing mesh must be 1.25 inches maximum unless slats reduce openings. Ground-level decorative fencing like split-rail does not comply. Gates providing access must open outward away from the pool, be self-closing, and have a self-latching mechanism at least 54 inches above ground. A house wall can form part of the barrier only if all doors leading directly to the pool area are equipped with an alarm sounding continuously for 30 seconds when opened, OR the pool itself has a listed ASTM F1346 power safety cover, OR the doors have approved self-closing/self-latching hardware with latches at least 54 inches high. Above-ground pools with walls at least 48 inches tall meeting the code climb-resistance standards may use the pool wall as the barrier, provided the ladder is secured or removed when unsupervised. Spas and hot tubs are exempt when fitted with a listed safety cover compliant with ASTM F1346. Raleigh Development Services inspects the barrier before issuing a certificate of completion, and no pool may be filled with water until the final barrier passes inspection. Barriers must be maintained in original compliance condition; failing gate latches and gaps exceeding 4 inches are common re-inspection items.
