Section 425-77, the City's general fence standards, adds a swimming-pool-specific rule at Subsection D(4): in-ground pools must be enclosed by a fence at least four feet tall. That standard sits alongside the section's other residential fence limits, six feet maximum toward the rear and four feet near the street, and it is not tied to a particular gate-latching or self-closing-gate specification within the text reviewed. The Uniform Construction Code chapter, § 300-3, separately prices the permits a pool owner needs: the building subcode fee is $50 for an above-ground pool and $150 for an in-ground pool, and Subsection A(1)(k) charges a distinct $50 fee "for protection fences to be installed around swimming pools," confirming the fence itself is a permitted structure, not an incidental feature.

The electrical subcode adds a flat $55 fee for wiring a permanently installed private pool, spa or hot tub, covering filter pumps, motors and required receptacles. Permits for both the pool and its fence are issued by the Construction Official within the Department of Licenses and Inspections' Construction Enforcement Agency, established under § 300-1. Because the fencing rule sits inside the general fence section, the same maintenance and encroachment restrictions that apply to any fence, staying within property lines and off rights-of-way, apply to a pool fence too.
