Winston-Salem requires all swimming pools deeper than 24 inches to be enclosed by a barrier at least 48 inches high. Gates must be self-closing and self-latching with the latch release at least 54 inches above the ground. These rules follow the NC Residential Code Appendix V.
NC Residential Code Appendix V sets the statewide standard adopted by Winston-Salem. The barrier must be at least 48 inches high measured from the outside. Openings must not allow a 4-inch sphere to pass through. Horizontal members on the exterior side must be spaced at least 45 inches apart or the barrier must be on the inside. Gates must open outward away from the pool, be self-closing and self-latching, with the latch at least 54 inches above grade. If a dwelling wall serves as part of the barrier, doors leading to the pool must have alarms or the pool itself must have a power safety cover. Final barrier inspection is required before the pool can be filled.
Failure to install a compliant barrier results in failed inspection and prohibits use of the pool until corrected. Ongoing violations are a minimum housing code issue.
