Self-contained, plug-in portable spas may have lighter permit triggers but still require GFCI and bonding.
Operating a spa without the locking ASTM F1346 cover after relying on that exemption restores the full barrier requirement. Installing spa electrical work without a permit, or running spa equipment above 50 dBA at the property line, can be pursued by Dublin as a municipal code violation; a missing GFCI is an immediate life-safety hazard subject to red-tag.
