Canyon County, ID Swimming Pools & Spas: Pool Permits (2026)

Canyon County Code § 06-01-09(1) makes it unlawful to erect or construct any building or structure in unincorporated Canyon County without a separate permit from the County Development Services Department. A swimming pool falls squarely inside that requirement because § 06-01-11(2) adopts the 2018 International Residential Code for One- and Two-Family Dwellings to also include Appendix G, 'Swimming Pools, Spas and Hot Tubs,' as part of the building code, meaning the county's own adopted code names pools as a structure it regulates. None of the narrow permit exemptions in § 06-01-09(3), covering items like painting, gutters, shelving or nonbearing partitions on an existing single-family home, reach pool construction, and the agricultural-building exception in § 06-01-09(4) applies only to farm structures.

Whoever builds the pool must hold a current Idaho contractor registration number under Idaho Code § 54-5204 before the County will issue the permit, unless a statutory exemption applies, and Health Department or Fire Protection District approval is required first wherever that applies under § 06-01-09(6). Once permitted, the pool's construction and barrier standards are reviewed against the adopted 2018 IRC, including Appendix G. This permit requirement runs only in unincorporated Canyon County; a pool built inside Caldwell or Nampa needs a permit from that city instead.
