All swimming pool and spa construction in Denton requires a building permit from the Development Services Department. com. The City of Denton has adopted the International Swimming Pool and Spa Code (ISPSC) which sets standards for pool design, construction, plumbing, electrical, and safety barriers. Required inspections during construction include: steel/rebar before gunite or concrete pour, plumbing pressure test, bonding and grounding electrical inspection, fence/barrier inspection, and final inspection. The fence/barrier inspection must be approved before the final pool inspection can be scheduled. All pools must be enclosed by a minimum 48-inch non-climbable fence with self-closing, self-latching gates with latches at 60 inches or higher.

If the home wall serves as part of the pool barrier, door alarms are required. Chain link fencing is prohibited for new pool enclosures. Electrical work including pool pump, lighting, bonding, and GFCI protection requires a separate electrical permit. Above-ground pools over 24 inches deep also require a building permit and the same fencing requirements.
