Chapter 105's general permit provision, Sec. 105-23, governs before any structure goes into the ground in the city. Subsection (c) makes it unlawful to commence construction of any building or structure until the building inspector has issued a building permit, and the inspector cannot issue one unless the proposed construction conforms to the chapter and other applicable building laws. Subsection (g) is explicit that before beginning any work, except grading, the person responsible for building a structure must apply for a building permit and pay all required fees; a double fee applies to anyone who starts before the permit issues.

Article VIII of the same chapter (Secs. 105-229, 105-230) separately regulates swimming pools as structures once built, defining 'swimming pool' as any body of water 15 inches or more in depth in an artificial or semi-artificial container, and requiring the protective enclosure described in Sec. 105-230. A permit for renovating an existing structure, including pool-adjacent work, is barred outright while condemnation proceedings on that structure are final under subsection (f). New-construction permits expire six months from issue unless substantial work is shown to be in progress, in which case they run 18 months.
