37(B) requires a building permit for the construction of any swimming pool in Parker, and the city will not issue that permit until the owner submits plans for the pool developed in conformity with the section, the proposed screening materials for the pool equipment, and a filing fee set by the city. 37(A). Every setback and side-yard measurement runs to the edge of the water surface, not the deck.
