32(H) treat pool enclosures as part of the broader fence standard for SF-zoned lots. Any perimeter fence, pool-related or not, is capped at six feet in height and must use open construction that leaves at least 50% of each panel's surface unobstructed, aimed at keeping sightlines open; the exception is property backing onto Parker Road, Dillehay Drive (FM 2551) or Hogge Drive (FM 2551), where solid wood, masonry or wrought-iron fencing is allowed along the roadway. Chain-link fencing cannot be used in the front yard or extend past the front building line.

32(H)(3) permits a privacy fence around the pool area but forbids building it more than 30 feet from the side of the pool, measured from the water's edge rather than the outer edge of any decking. 32(H)(7) then layers on the building-code requirement: a permit is mandatory before construction, and both the pool and its safety fences must be built to the city's adopted building code, which is where barrier-height and self-latching-gate specifications actually live.
