Parsippany-Troy Hills, NJ Swimming Pools & Spas: Pool Permits (2026)

Section 367-18 of the Parsippany-Troy Hills Township Code requires any person constructing, erecting or altering a pool in the Township to secure a permit from the Construction Official before starting. The application goes to the Construction Official on the forms provided and must be accompanied by plans showing the location of the pool on the premises and complete specifications showing the construction details. Before the permit issues, the plans and specifications must be certified by a professional engineer registered in the State of New Jersey or an architect registered in the State of New Jersey, guided by standard engineering requirements, that the pool will maintain structural integrity when full of water or when empty.

Class IV aboveground nonpermanent pools get one relief: only the original permit is required if the pool is re-erected in the same location. Fees come from § 367-19, which points to § 124-5 of the Uniform Construction Code chapter. There, the building subcode flat fee for pools, including required barriers and factory-built pool decks installed with an aboveground pool, is $200 for in-ground pools and $100 for aboveground pools in Group R-5, and $500 for all other groups. Installing or replacing a pool barrier only is a flat $75 for all groups.

Those fees do not cover pool houses, cabanas, restrooms, kitchens or other related structures with volume, which are charged under the new construction schedule in addition. Existing pools other than Class V and Class VI must be registered with the Construction Official under § 367-20 at no fee. Under § 367-21, a new pool must have a means of emptying that does not discharge onto anyone else property or a public street, no discharge through a pipe or hose larger than 2 1/2 inches in diameter, and no pool drain connected directly to the Township sanitary sewer system.
