Building permits for swimming pools in San Ramon are issued by the Building and Safety Services Division (City Hall, (925) 973-2500), which applies the 2022 California Building Code, California Electrical Code, California Plumbing Code, California Mechanical Code, California Energy Code, and California Fire Code. Two narrow building-permit exemptions apply to prefabricated above-ground pools: pools less than 24 inches deep, and prefabricated pools accessory to a residence whose pool walls are entirely above adjacent grade and whose water capacity does not exceed 5,000 gallons. An electrical permit is required for ALL prefabricated pool equipment regardless of permit exemption.

Setbacks for above-ground pools fall under San Ramon Zoning Ordinance Section D4-26 (Accessory Structures): if the structure is 18 inches or less in height, no side or rear setback is required; if it is greater than 18 inches but 6 feet or less in height, a three-foot side and rear setback is required; if it is greater than 6 feet in height, the setback equals the height less three feet. Approved features include an enclosure that meets the standards of Section 115923 (at least 60 inches high, no climbable features, gaps no greater than 4 inches, self-closing and self-latching gate that opens outward); removable mesh fencing; an approved safety pool cover meeting ASTM F 1346; exit alarms on doors that lead to the pool; self-closing and self-latching devices on doors providing direct pool access; pool alarms meeting ASTM F 2208; and other means of protection providing equal or greater protection.
