California law requires at least two of seven approved safety features for all residential pools. Federal anti-entrapment requirements (VGB Act) also apply. The Oceanside Building Division enforces pool safety during permitting and inspections.
California HSC section 115920 requires all residential pools to have at least two of seven approved safety features: (1) enclosure meeting barrier standards, (2) removable mesh fencing, (3) approved safety cover, (4) exit alarms on doors, (5) self-closing/self-latching devices, (6) water alarm, (7) other equivalent protection. The federal Virginia Graeme Baker Pool and Spa Safety Act requires compliant drain covers and suction outlet fittings. Pool chemical storage must comply with fire code. The Oceanside Building Division and Fire Department conduct pool safety inspections. All pool owners should maintain barriers in working condition and never leave children unattended near water.
Non-compliance with pool safety is a priority enforcement matter. Immediate remediation may be required.
