California Health and Safety Code section 115920 requires all residential swimming pools to have at least two of seven approved safety features: (1) an enclosure that meets barrier standards; (2) removable mesh fencing meeting ASTM F2286; (3) an approved safety pool cover meeting ASTM F1346; (4) exit alarms on all doors providing direct access to the pool; (5) self-closing/self-latching devices on doors and gates; (6) an alarm that detects accidental or unauthorized entrance into the water; (7) other means of protection providing equivalent protection. Anti-entrapment provisions under the Virginia Graeme Baker Pool and Spa Safety Act (federal law) require compliant drain covers and suction outlet fittings. Pool chemical storage must comply with fire code requirements. The Chula Vista Fire Department and Building Department conduct pool safety inspections.
