California's Swimming Pool Safety Act (Health & Safety Code 115920-115929) requires at least two approved safety features for all residential pools in San Diego. California Health & Safety Code Sections 115920-115929 (Swimming Pool Safety Act) require all residential pools and spas to have at least two of the following seven safety features: (1) pool enclosure meeting ASTM F1908 standards; (2) removable mesh pool fencing meeting ASTM F2286; (3) an approved safety pool cover meeting ASTM F1346; (4) exit alarms on doors providing access to the pool area; (5) self-closing, self-latching devices on gates and doors; (6) pool alarm meeting ASTM F2208; (7) other means of protection approved by local authorities. The two features selected must not be redundant. All pool and spa drains must comply with the federal Virginia Graeme Baker Pool and Spa Safety Act (VGB Act) requiring anti-entrapment drain covers. Rescue equipment (ring buoy or shepherd's crook) is recommended. CPR signage should be posted near the pool. Owners are liable for pool safety on their property.
Non-compliant pools may fail inspection and require correction. Liability for injuries or drownings on property with non-compliant pools. Insurance may deny coverage for non-compliant pools.
