Under California Health & Safety Code Section 115920, whenever a building permit is issued for a new pool or spa, or for remodeling an existing pool at a single-family home, the pool must be equipped with at least two drowning prevention safety features. Options include: an enclosure isolating the pool from access to the home; removable mesh fencing meeting ASTM F2286; an approved safety pool cover meeting ASTM F1346; exit alarms on doors providing pool access; self-closing and self-latching devices on doors; and alarm systems. Equipment noise (pumps, filters, heaters) must comply with Section 17-229 noise limits. Pool water may not be discharged into storm drains. Escondido Building Division conducts inspections for barrier compliance.
