Sec. 86-66 requires every producer of garbage, heavy trash, yard waste, or brush to place it on their own property, within the street right-of-way or in the alley the city council has designated for pickup; the city will not collect from any other spot, so waste left at a neighbor's curb or in an undesignated alley goes uncollected. Sec. on the scheduled collection day, and every container has to come back off the right-of-way before the day ends, so carts cannot sit at the curb overnight or for extra days.

Sec. 86-72 treats any container that leaks, spills, has sharp edges, or lacks a tight lid as a public nuisance, and authorizes the public works department to pick it up and destroy it. Enforcement of the placement and container rules runs through the fire chief, police chief, and the directors of public works, health, engineering, and planning and development services, whom Sec. 86-31(c) authorizes to inspect, cite, and prosecute violations.
