City Code § 265-3A(1) confines residential refuse to plastic bags or standard garbage cans holding no more than 30 gallons, with any full container capped at 60 pounds; material designated for recycling goes into the bins the City or the property owner supplies. Subsection (1)(b) requires every container to sit somewhere easily accessible, with the path to it kept clear of snow, parked cars and other obstacles, and makes scattered refuse the resident's responsibility if wind, animals or vandals get into it. Subsection (3), "Collection times," sets the actual placement window: no container may reach curbside, or the alley's edge where alley pickup applies, more than 12 hours before the assigned collection day, and every container must be pulled back in within 12 hours after collection runs.
