Craven County, NC Trash & Recycling: Bin Placement Rules (2026)

Section 32-129 of the Craven County Code lists the only lawful ways to present solid waste for collection outside a private hauling contract. A resident or hand commercial establishment may place waste in a solid waste collection bag with one sticker, or in a cart: a 33-gallon cart holding up to 50 pounds needs one sticker, a 64-gallon cart holding up to 100 pounds needs two stickers, and a 90-gallon cart holding up to 150 pounds needs three stickers. Bagged or carted waste with the correct stickers can go to either a county-franchised hauler on their route or a staffed convenience center under Sec.

32-131, which requires the same bag-or-cart-with-stickers presentation there too. Stickers themselves are sold by the county at a price the Board of Commissioners sets, per Sec. 32-130. The Code does not set a curbside placement setback, a screening requirement, or specific set-out and pickup-removal hours for carts; instead it relies on the franchise system's weekly minimum pickup under Sec. 32-127 and on the sticker system to control volume. Physically incapacitated customers who cannot bring a bag or cart to the curb can request case-by-case collection under Sec.

32-132. Article III has no penalty clause of its own, so a violation, such as an unstickered or oversized cart, falls under the Code's general enforcement in Sec. 1-11, a $500 civil penalty that accrues daily if uncorrected within ten days of notice.
