City Code Sec. 82-19(d) sets the residential set-out window: carts must be placed at the location the public works director designates no later than 6:00 a.m. on the day of collection and removed from curbside by 6:00 a.m. the following day, then stored inconspicuously behind the front building line at the residence. Sec. 82-52 governs exact cart location for the automated collection program: the public works director designates where each cart is collected, and carts must sit no greater than three feet from the edge of pavement or gutter unless the director specifies otherwise, and must never be placed in the street or gutter itself.

Carts must also stay three feet from stationary objects such as mailboxes and utility poles, and cannot be positioned under overhead obstacles like utility lines or canopies. If a cart is not placed the way the director directs, including the direction the container opening faces, it will not be collected that day, per Sec. 82-54(c). Where there is no approved alley or curb, Sec. 82-19(b) lets the director designate an alternate location, and alley service can be denied entirely if a city garbage truck cannot easily access it.
