Flagler County, FL Trash & Recycling: Bin Placement Rules (2026)

Sec. 27-257(f) of the Flagler County Code sets the collection-point rules inside the Mandatory Solid Waste Collection and Disposal District, which under Sec. 27-252 covers unincorporated Flagler County only, not Palm Coast, Flagler Beach, Bunnell or Beverly Beach. A single-family residence must place its container at a point in the roadway abutting the home no more than ten feet from the curbline or paving line; where there's no abutting roadway, the same ten-foot rule applies, and where a drainage ditch runs along the property the container goes at a point within those dimensions next to the nearest driveway.

A customer who lives on a private road must either allow the collector access or move the container to the nearest public right-of-way. Multifamily dwellings use a point the collector and customer agree on, weighing collection efficiency, public health and convenience. Certified handicapped residents who cannot place their own containers under the standard rule get free rear-door collection from the collector. Customers must keep containers clear of interference from pets or anything else that could endanger the collector picking them up. Timing is fixed: containers must come back off the curb within twelve hours after collection and cannot go out more than twelve hours before the scheduled collection day, so an early set-out a full day ahead of pickup would violate the rule.

Where a road isn't passable by the packer truck, the customer must haul solid waste to the nearest passable public right-of-way instead. Any dispute over exactly where a collection point should be sits with the collector first, subject to review and a final, binding decision by the county's director under Sec. 27-257(g).
