City Code § 38-33 puts the set-out window on residents: carts must be accessible to collectors no later than 6:30 a.m. on the scheduled collection day and retrieved to the side or back yard before 8:00 p.m. that same day. Where alley service applies, the cart goes within five feet of the property line, clear of gas lines, water meters, parked cars, or brush piles. No alley means the cart goes inside the street curbline instead. Larger properties face added screening duty: § 38-36(d) requires lots with more than two residential units, plus commercial and industrial lots, to provide a garbage receptacle enclosure inside the property boundary.
