Harlingen, TX Trash & Recycling: Collection Schedule (2026)

Harlingen does not treat garbage collection as an optional service. The city charges a monthly fee for twice a week pickup at every single family, multifamily, mobile home and RV residential unit, and subscription to city solid waste service is mandatory for every family unit inside the city limits. A household that never sets a bag out is still a subscriber and is still billed.

Section 38-33 then fixes the mechanics of collection day, and its two clock times bracket the day at both ends. Bins have to be accessible not later than 6:30 a.m. on the day of scheduled collection. That is a readiness deadline rather than an arrival deadline: the container has to be out and reachable before the truck's earliest possible pass, not at the moment the crew turns onto your block. The same subsection requires the bin to be retrieved to the side yard or back yard prior to 8:00 p.m. on that same day, so in Harlingen a container is not supposed to spend the night at the collection point, and the tidy up obligation lands on the same calendar day as the pickup.

Placement is the owner's duty and the code says so directly. Where service is rendered in the alley, § 38-33 makes it the duty of the owner to place the garbage container within five feet of the property line so as not to obstruct service. Those two requirements work together and both have to be met: a bin pushed too far back from the line is not correctly presented even if the alley is clear, and a bin set squarely in the alley run is not correctly presented even if it is well within five feet. Properties with no alley put their containers inside the curbline instead.

Because subscription is compulsory, the city can bill and collect the monthly service charge whether or not a unit uses the service, and collection itself is closed to outside operators: it is unlawful for anyone other than the city's franchisee to collect solid waste in Harlingen.
