Section 5-8-030(A)(1) governs where and when residential garbage containers sit. Nondisposable containers must, at all times, be protected from weather conditions, animals, children and objects that could scatter their contents if stored outside, and the container itself must be stored or accessible at the rear of the household. the night before the scheduled collection day, and the container has to come back off the curb by the end of the collection day itself. Residents with mobility issues can apply for back-door pickup by submitting the proper form to the public works department, an accommodation built directly into this subsection.

Section 5-8-040(A)(2) adds a right-of-way restriction aimed mainly at bulk containers used by businesses and multifamily properties: locating a bulk container on city rights-of-way is prohibited unless the public works director grants a permit, and all containers set out at the curb must be covered tightly, with disposable bags sealed for collection. The same subsection requires empty paper cartons and cardboard boxes left at the curb to be broken down, flattened and tied into manageable bundles rather than left loose. Nothing in these placement rules relieves a resident of the underlying container-condition standard in Section 5-8-040(A)(1): a container with sharp or jagged edges, or one that no longer seals tightly and stays watertight, must be replaced at the public works director's discretion.
