Section 5-8-050 splits collection responsibility by property type. Subsection B makes public works the exclusive collector for single-family and two-family structures unless the department itself recommends an exception and city council approves it; a resident cannot simply hire a private hauler instead. Subsection A flips that for businesses and industry: they must obtain a licensed commercial collection provider and pay that company directly, except for businesses inside the Downtown Solid Waste Management District, which instead use city-provided bulk sanitation containers under subsection D and pay the city per subsection C's council-set fee schedule.

Section 5-8-030(A)(2) fills in the schedule itself: the department provides regular weekly collection of household garbage, recyclable material, and yard trimmings under 200 cubic feet, with bulk trash or larger recycling pickups triggering an added service charge on the resident's utility bill. Multifamily buildings of three or more units fall under Section 5-8-030(A)(4), where the owner supplies enough containers for tenants and the public works director may authorize bulk containers serviced by a private contractor instead of the city.
