The city's Solid Waste Ordinance treats bulk containers, the metal roll-off or dumpster-style boxes used by businesses, industry and multifamily complexes, as a separately regulated category from household cans. the night before pickup, removed by end of collection day. The specifications in Section 5-8-040(C) fix the allowed capacities at two, two and one-half, three, four, six or eight cubic yards, require solid-grade metal construction with lids, drains and drain plugs, and mandate the container stay accessible to collection vehicles, sanitary, and with its doors and lids secured at all times.

The public works director may approve bulk containers serviced by a commercial collection provider for multifamily complexes, small businesses and commercial uses under Section 5-8-030, and food service establishments must bag garbage in tied plastic liners before it goes into a bulk container. No specific fine is written into Chapter 5-8 for a container violation, so enforcement falls to the general penalty in Section 11-4-080: up to $500 or up to six months in the city jail, with each day of a continuing violation treated as a separate offense.
