New Britain, CT Trash & Recycling: Bin Placement Rules (2026)

Section 11-6 of the Code of Ordinances governs where and when curbside containers may sit. Subsection (a) requires trash and recycling containers to go to the curb at the appointed time set by the department of public works. Subsection (b) bars putting rubbish out any earlier than noon on the day before the scheduled pickup, and requires every rubbish container to come back off the sidewalk or curb within twenty-four hours after the truck collects it, so containers cannot sit out for days at a time.

Subsection (c) ties placement to the property itself: rubbish containers belong at the curb of the owner or resident's own property, and may not be set out at the curb of a neighboring or unoccupied property, closing off the option of sharing a neighbor's frontage or dumping at an empty lot. Subsection (d) backs the timing and location rules with a flat one hundred fifty dollar fine for each violation of either subsection (b) or (c), and subsection (e) lets the director of public works go further: after three violations of the noon rule in any twelve-month period, the director can have the resident's containers, the same city-owned bins issued under section 11-4(c), physically removed from the property until every outstanding fine has been paid in full.
