Section 62-812(a) requires every solid waste container or bin left outdoors, whether at a residential, industrial, institutional, multifamily or commercial property, to be stored with the lid closed or otherwise securely fastened so pests, scavengers and rain stay out and nothing escapes before the hauler empties it. Properties within the downtown specific plan area face a stricter standard under Section 62-812(b): each bin must sit inside a fully enclosed masonry or concrete structure with a self-closing, locking door, or be fitted with a self-closing locking lid, or be secured with a padlock, in every case to stop unlawful dumping and scavenging.

The section gives property and business owners 60 calendar days from notice of the requirement's enactment to comply, and every person or business sharing a container shares the duty to keep it locked. A trash compactor kept fully inside a building is exempt from the downtown enclosure rule as long as it does not create a nuisance. Section 62-813 separately bars storing containers on city streets outright; bins may sit curbside only during active dumping operations, directly against the parkway curb, for a maximum of 24 hours, and never during posted street sweeping, parking or other restricted periods.

Section 62-811 further requires every multifamily, commercial, industrial or institutional property to keep enough containers on hand that solid waste never overflows the assigned bins under the city's regular collection schedule, with each container plainly marked with the business name and phone number in letters at least one inch tall.
