Springfield, OH Trash & Recycling: Bin Placement Rules (2026)

Springfield's sanitation rules split container standards from set-out timing. Codified Ordinances Section 919.02 tells every owner or tenant to keep solid waste in one or more metal or plastic containers that are watertight and strong enough to hold the weight of the contents, tied securely, and fitted at all times with a tight, closefitting lid designed to keep animals and insects out. Section 919.03 governs when that container may sit at the curb: it must go to the line of the public street or service strip only at the times set by the sanitation services public utility, the licensed residential or commercial hauler, or the City, and no waste may be placed in the curb area earlier than one hour before sunset on the day before the scheduled pickup.

The same section requires the owner or tenant to pull the empty can back off the street, alley or service strip by sunset on the day collection actually happens, so cans cannot sit out for days at a stretch. The Health Commissioner enforces these container and placement rules under Section 919.12, issuing a written notice of violation and a reasonable compliance deadline, or under Section 919.13 by handing an inspector-issued citation tag that orders the violator to appear in Municipal Court or pay a stated fine and costs.

Because Sections 919.02 and 919.03 sit inside the list of sections enforced by citation tag, a resident who leaves waste out too early or an empty can out too late can be tagged directly without waiting for a separate notice-and-order letter.
