Section 461-17 of the Refuse Collection and Recycling article governs exactly when and where a container can sit outside. Under Section 461-17B, rubbish containers go on the sidewalk near the curb in front of the residential building, positioned so they do not obstruct passage on the sidewalk or block the alleyway's traffic lane where collection happens from an alley instead of a street. Timing is set on both ends: Section 461-17J bars residents from placing refuse at the sidewalk or alley more than eight hours before the beginning of the scheduled collection day, so containers cannot sit out overnight two nights running.

On the back end, Section 461-17F requires residents to remove their receptacles from the sidewalk or alley within 12 hours after the truck empties them, keeping curbs clear between collections. The same eight-hour, twelve-hour window applies to recycling containers under Section 461-20D, so a household running both a rubbish can and a recycling bin has to manage both on the same clock.
