Section 461-15 defines leaf waste narrowly: leaves from trees, bushes and other plants, garden residue, chipped shrubbery and tree trimmings, with grass clippings explicitly excluded from the definition, meaning grass clippings do not get the leaf-waste handling described here at all. Section 461-20B then imposes the separation duty: all persons and entities must separate leaf waste generated at residential dwellings from all recyclables and refuse and store it until collection, unless they have otherwise provided for composting that leaf waste themselves instead. Section 461-24 backs that duty with its own violation: it is unlawful to collect, remove or dispose of refuse, or place refuse at the sidewalk or alley for collection, without first separating all leaf waste from it, tracking the same structure Section 461-23 uses for recyclables set out at the curb.
