Section 461-16 of the Refuse Collection and Recycling article makes the Township, not a private contractor, the collector of record for every residential building in Upper Darby: refuse "shall be collected, conveyed and disposed of by the Township," with property owners paying the cost. The section hands day-to-day scheduling to the Mayor and administration, who may set and later change collection days, waste-control types and locations by regulation as long as the change follows required notice; regulations in effect when the article took effect on January 1, 2009 stayed in force unless amended.

Section 461-17A confirms that the actual pickup days for a given block are not printed in the ordinance text at all: they are shown on maps and schedules kept on file at the Township's Department of Public Works, so a resident has to check that office rather than the code for a specific day. Collection is billed, not tax-funded: Section 461-18 sets an annual refuse charge of $325 per dwelling unit, with a $100 rebate available to owners or lease-obligated tenants who qualify for the state's PA-1000 Property Tax or Rent Rebate Program and can show proof of the rebate payment.

Bills follow the same billing cycle as sewer rent, a 10% penalty attaches if a bill goes unpaid past four months, and unpaid balances become a lien collectible as a municipal claim. Commercial establishments and larger residential buildings above four units fall outside this residential program and instead arrange their own service under Section 461-21.
