SBMC §6.500.150 (Placement of containers for collection) and §6.500.160 (Storage of containers) govern when and where carts may be placed. Containers may not be left in public view except in proper collection carts between 4:00 PM the day before scheduled collection and 8:00 PM on the collection day. At all other times carts must be stored out of public view (behind a fence, in a side yard, or in the garage).
Per SBMC §6.500.150, carts must be placed at the curb or designated collection point with the wheels against the curb and the cart lid opening toward the street, with at least 3 feet of clearance on all sides (so the automated arm can grasp the cart). Carts may not block sidewalks, ADA ramps, fire hydrants, mailboxes, or parked vehicles. The Ch. 6.500 setout window is 4:00 PM the day before collection through 8:00 PM the day of collection; outside that window, SBMC §6.500.160 requires storage out of public view. This timing window is cross-referenced in other SBMC provisions on outdoor storage. Overfilled carts (lid not closing flat) and contaminated carts (e.g., trash in the blue or green cart) may be tagged and left uncollected; persistent contamination triggers SB 1383 contamination-monitoring fees under PRC §42652.5.
Leaving carts at the curb outside the 4 PM-prior to 8 PM-of window violates SBMC §6.500.160 and is enforceable by Code Enforcement and the franchisee. Typical penalties: courtesy notice, then $100 / $200 / $500 administrative fines under Gov. Code §36900(b). Blocking a sidewalk with a cart can additionally violate CVC §22500 (parking/obstruction).
