San Buenaventura Municipal Code (SBMC) Chapter 6.500 establishes an exclusive solid-waste franchise for the City of Ventura. E.J. Harrison & Sons is the sole authorized residential and commercial hauler under SBMC §6.500.220 (Collection by franchisee). Subscription to weekly service is mandatory for every occupied premise — self-haul to a landfill or use of an unfranchised hauler is prohibited. Collection covers a three-cart system (black trash, blue recycling, green organics/yard waste) aligned with the statewide SB 1383 uniform color requirement (PRC §42652.5).
Under SBMC Ch. 6.500 (Collection of Solid Waste), every residence and business within the city must use the franchised hauler for solid waste, recyclables, and organics. E.J. Harrison & Sons holds the exclusive franchise and services ~90,000 customers across Ventura County. Service tiers are 32-, 64-, and 96-gallon automated carts. Collection is once per week on a route-assigned day; service is suspended on major holidays with a one-day delay through that week. Containers must be the franchisee-supplied carts; private cans are not collected. Self-hauling household waste to a landfill is permitted only for the resident's own waste (not commercial volumes), and even residents who self-haul remain subject to the mandatory subscription requirement. Setout/removal timing is fixed by SBMC §6.500.150 (Placement of containers for collection) and §6.500.160 (Storage of containers) — see the bin-placement entry.
Operating an unauthorized solid-waste collection service inside city limits violates SBMC §6.500.220 and the exclusive franchise. Failure of an occupant to subscribe to mandatory service is an SBMC infraction enforceable by Code Enforcement: first notice typically $100, second $200, third $500 per Gov. Code §36900(b). Continued non-subscription can result in a lien against the property for unpaid service charges.
