East Baton Rouge Parish, LA Trash & Recycling: Bulk Item Disposal (2026)

Under Sec. 6:456 of the Baton Rouge City-Parish Code, adopted by Ordinance No. 18729 on January 18, 2023, 'bulk waste' covers items too large for a cart: furniture, mattresses and box springs, carpet, bicycles, toilets, dead animals and Christmas trees, plus bagged or bundled municipal solid waste set out for bulk collection. Every item must qualify for disposal at a Type IV landfill; the city-parish's authorized site is the North Landfill at 16001 Samuels Road in Zachary. ' The program runs curbside, meaning materials must sit within five feet of the street or alley that provides primary access to the home.

It reaches the City of Baton Rouge, the City of Central and the unincorporated parish, but excludes Baker and Zachary, which run their own systems. Multi-family complexes of three or more units get no bulk waste collection at all: the code treats their trash service as commercial operations, serviced instead by dumpsters whose capacity the city-parish designates, unless an owner of five or more contiguous units opts to convert to commercial service through the director of environmental services. 'Excluded waste,' meaning hazardous waste, special waste, construction and demolition debris, eviction waste, whole or partial trees, and fence sections, never qualifies for curbside bulk pickup and must be hauled separately.

The whole program is funded through the monthly solid waste user fee set out in Sec. 6:457, which residential water customers are automatically billed for once they apply for water service.
