21, adopted with Ordinance 4272 on August 19, 2025, splits large-item collection into brush and bulk, each capped at three cubic yards per collection under subsections (B) and (C), with brush additionally limited to pieces four feet long or shorter. Subsection (D) requires bulk and brush to be set out in a manner that will not pose a health or safety risk, specifically citing removing refrigerator doors and latches or securing doors shut with chain, wire or rope before the item reaches the curb. Subsection (E) requires bulk waste to sit at the front curb or an approved alternate location, clear of overhead obstructions and at least three feet from water and gas meters, and it limits collection to waste the resident actually generated, not material hauled in from elsewhere.

Subsection (F), covering refrigerant-bearing appliances such as freezers, refrigerators and air conditioners, requires state-approved reclamation certification that refrigerants have been removed before the city will collect them, plus a handling fee and a premium service fee under chapter 31 for each certified appliance removed. Subsection (G) requires bulk items to be bagged, boxed or otherwise contained where practical and sorted into neat, manageable piles. Subsection (H) bars tires, railroad ties and stone or concrete material from the bulk pile entirely, though residents may haul stone or concrete straight to the landfill themselves. 24(F) separately requires 14 feet of overhead clearance for any residential waste, bulk included.
