Full Breakdown

Section 198-14 of the Village of Hamburg Code covers construction and demolition debris, large appliances and bulkies. Under subsection A, the Director of Public Works determines the collection schedules, subject to the approval of the Board of Trustees. Section 198-8 defines bulkies as large items such as sofas, upholstered chairs, mattresses and box springs, and it separates out large appliances, called white goods, such as refrigerators, stoves, dishwashers, washers and dryers, which are treated as recyclable. The appliance definition excludes air conditioners, microwaves and televisions.

Construction and demolition debris cannot be placed or stored with municipal solid waste. A person creating it has to remove and dispose of it in a sanitary manner. When it results from work done by an owner or resident individually, it can go to the curb for Village pickup, but only up to 10 containers or bundles of not more than 60 pounds each. Anything above that is removed by the owner or resident at his or her expense. Under subsection C, debris from work done by a contractor must be removed by the contractor, and the Village will not collect any contractor debris.

A large appliance or bulky discarded from a residence where it was actually in use goes to the curb on the scheduled collection day for Village pickup. The owner alone is responsible for dismantling it so it is not a hazard to the public, and doors must be removed before it is placed at the curb. Under subsection E, the Village has no obligation to pick up C&D debris, large appliances or bulkies that were not used in a residence in the Village. Section 198-15C requires all such items at the curb no later than 7:00 a.m. on collection day and no earlier than 12:00 noon the day before. Brush under four inches in diameter and tree parts over four inches follow § 198-16, with contractor brush left to the contractor.

Violations & Fines

Violations of the solid waste article by a waste generator are penalized under § 198-24B: a written warning first, then $50, $100 and $200 fines within one year, doubling if unpaid within 15 days of the violation notice. Dumping solid waste on any property in the Village without authorization from the Director of Public Works is separately barred by § 198-23.
