Section 78-9 governs litter, trash and debris that piles up from special occasions such as holidays, moving or a general cleanup, distinct from ordinary weekly household waste. Bundles cannot weigh more than 50 pounds each or exceed four feet in length, two feet in width and two feet in height, and each bundle must be made secure; empty cartons have to be broken down before being bundled.
