Rockdale County, GA Trash & Recycling: Recycling Requirements (2026)

The recycling and transfer station is the county's only sanctioned drop-off point for unincorporated Rockdale County residents; there is no curbside recycling truck route. Sec. 78-15 lets the director of the department of transportation set the manner and operation of the station, subject to board of commissioners approval, while the director of public services and engineering fixes the hours acceptable waste is received. Only county residents may use the station, and each visit requires payment of the prescribed fee. Materials properly delivered become county property the moment they are deposited, so nothing may be reclaimed once dropped.

It is unlawful to enter the station when no attendant is present or outside posted hours, to dump waste outside the gate or entryway, to move, remove or cross any fence, gate, barrier or sign, or to scavenge in any manner without the express written permission of the director of the department of transportation or a designee. Yard trimmings can also be taken to the station under Sec. 78-14(b)(6), following the county's recycling and transfer operations policy adopted October 8, 1996, though the four-foot bundling limit that applies to curbside-style set-out does not apply when a resident delivers trimmings personally.

Violations of chapter 78, article I, which includes Sec. 78-15, are punished under Sec. 00, plus reimbursement of the county's cost to remove any litter, with each day of continuing violation counted separately.
