Chapter 177, Solid Waste Management, defines the two classes of large discards separately in § 177-4. BULK ITEMS covers nonputrescible items such as building rubble and tree stumps not exceeding 40 pounds in weight, while HOUSEHOLD BULK ITEMS covers appliances like refrigerators, dishwashers, washing machines and dryers, plus furniture such as couches and tables, and rugs and carpeting; that category specifically excludes debris from home renovation projects, radiators, windows and construction lumber. Once a licensed carter collects bulk items commercially, § 177-83D(3) directs delivery to the Huntington Resource Recovery Facility and sets the tipping fee at $65 per ton commencing January 1, 1992.

That fee sits alongside the $65-per-ton rate for general commercial acceptable waste under § 177-83D(1) and the $40-per-ton rate for commercially collected leaves and brush under § 177-83D(4). All disposal fees for material a carter delivers are borne by the licensee, who is invoiced monthly for actual tonnage and must pay within 15 calendar days or face a $25 late charge plus 18% annual interest on the unpaid balance.
