Under Sec. 21-29 of the Code of Ordinances, bulky waste such as furniture and appliances is collected only on request: the owner or person in control of the service unit must call the solid waste customer service section, and that request must be made within eight hours of placing the pile at the curb. Each service unit gets one bulky waste collection per calendar month, and no more than eight cubic yards may be set out at a time. Piles must sit apart from garbage carts, yard waste bags and brush, stacked tightly and away from utility poles, water and gas meters, fences, mailboxes, fire hydrants, trees, parked cars and power lines, and may not block the street, alley, sidewalk or a vacant lot.

Refrigerators, freezers, dehumidifiers and air-conditioning units may not be collected until the resident shows proof that a licensed technician removed the CFCs/HCFCs; refrigerant-containing devices can instead be dropped at a city-authorized collection center, where a service fee applies for recycling the refrigerant. A service charge, billed on the water account, applies to any bulky waste pile larger than eight cubic yards, to a pile that is commingled with garbage, recyclables or yard waste, or to a pile set out without first calling in the required request; the city may still issue a citation on top of the charge. It is also unlawful to alter, separate or remove any bulky waste item from a neighbor's pile.
