Sec. 21-39 sets the placement rules for roll-off containers Waco supplies to residential and commercial customers, in sizes from ten to 40 cubic yards. A container must go on a firm, stable surface strong enough for both the box and the truck that services it, at a spot free of obstructions and accessible by truck, and it must sit on private property, never on or in a public street unless the director gives written approval first. It also has to sit clear of overhead obstructions such as trees and utility lines.

Paint, liquid wastes, pesticides, batteries, motor oil, brush and tires may never go into the container. To get one, a customer signs a temporary release of liability and arranges billing at the Water Office or the Solid Waste Administration Office; the container itself remains city property. Under Sec. 21-40, the property owner or person who requested the container is responsible for the materials placed inside it and for keeping it clean, while the city handles all other maintenance; only the director or the director's contractor may move the container or alter its markings.

Sec. 21-41 adds that a person may not overfill a container or stack waste around or on top of it, the city can inspect any container and declare it unfit for use, and no one may tamper with, sort through, or rummage inside a container without permission from the assigned owner, occupant or lessee.
