West Covina, CA Trash & Recycling: Bulk Item Disposal (2026)

Sec. 12-21 of the West Covina Municipal Code splits bulky item collection into three tiers. Under subsection (b)(1), a single bulky item not placed in a container is collected only if it stays within three feet in length and one foot in diameter, and weighs no more than fifty pounds; anything larger falls outside routine curbside pickup. Subsection (b)(2) applies the identical three-foot, one-foot, fifty-pound cap to tied bundles of solid waste or yard waste, so a bundle of branches or lumber scraps is judged by the same size and weight limits as a single loose item.

Subsection (b)(3) carves out a separate category for large household appliances and furniture, stoves, refrigerators, furniture and water heaters, which are collected according to whatever collection policy the city's approved waste hauler has adopted for that class of item rather than the three-foot cap, since these items obviously cannot meet it. The same section requires cardboard and empty boxes to be collected rather than left with the property owner or tenant, magazines to be securely tied in bundles if not containerized, and fluorescent lamp tubes to be broken before pickup.

Because the city collects solid waste through an exclusive franchise under Sec. 12-17(a), residents cannot simply hire an outside hauler for a one-time bulky pickup; they must use the city's approved collection agent and confirm that agent's specific bulky-item scheduling policy.
