Section 13-22 reserves to the city of Bellevue the exclusive right to collect garbage from residences, and the city council contracts with an independent hauler, fixing the payment and contract term rather than allowing residents to hire a private collector. Section 13-23 requires any collection vehicle to use a totally enclosed, watertight, sanitary metal body that is maintained clean and odor free. Section 13-31 makes it every resident's duty to keep a suitable refuse container on the premises, and Section 13-32 sets that container's capacity between 10 and 35 gallons of substantial construction, except as the city otherwise permits.

Section 13-33 requires the container to stay sanitary, and Section 13-34 requires it to remain tightly closed except while being filled or emptied so wind cannot scatter the contents. Section 13-35 requires containers to sit within five feet of the alleyway or front curb on collection day, accessible to the collector, and removed from the sidewalk, street, alley or public place by the end of the collection day. Section 13-46 charges every occupied dwelling for collection, removal and disposal at the council-set rate under Section 13-47, and Section 13-48 adds that charge to the monthly Metropolitan Utilities District water bill, becoming delinquent, and subject to civil collection, 15 days after billing.
