Section 42-6 sets the storage and collection standard for non-residential waste. Every institutional, commercial, business, industrial or agricultural establishment producing solid waste within village limits must provide sufficient, adequate containers for all its solid waste except bulky rubbish and demolition or construction waste. Those containers must be waterproof, leak-proof, stable, and covered except while waste is being deposited or removed, and garbage must be collected within seven days; containers or garbage can never sit in streets, parkways, or in front of the building line. Construction sites face a distinct rule: it is unlawful to store rubbish or combustible refuse on a site unless it sits in a container of at least 15 cubic yards' capacity, built of heavy-gauge metal of a type standard in the refuse industry for large-volume construction debris, kept in good, sanitary condition, with enough containers on-site to hold everything the project generates.

Once any required container fills to capacity, the site operator has 24 hours to have it collected and removed. Residential waste collection is separately billed under Article II: Sec. 42-39 imposes a collection fee equal to the village's contracted hauler rate, billed quarterly with an added administrative fee per Sec. 42-40, due within 30 days with a ten percent monthly late charge on delinquent balances, and the property owner and occupant are jointly and severally liable for payment. Unpaid fees can become a lien on the property, filed with the Will County recorder of deeds within 60 days of the cost being incurred, foreclosable within two years, with a 35 percent collection-agency surcharge added if the account is referred out.
