Village Code § 42-6 splits refuse storage into two tracks. Under subsection (a), any institutional, commercial, business, industrial or agricultural establishment producing solid waste within village limits must provide containers that are waterproof, leak-proof, stable and covered except while being filled or emptied. Garbage may sit no longer than seven days before collection, and containers or garbage can never be left in streets, parkways, or in front of a building line. Subsection (b) covers construction and demolition sites: it is unlawful to store rubbish or combustible refuse there unless it goes into a rubbish container of at least 15 cubic yards, built of heavy-gauge metal of the type the refuse-collection industry commonly uses for large-volume construction debris (in practice, a standard roll-off dumpster).

Enough containers must be kept on site to hold everything the project generates, and once any required container is full, the contractor has only 24 hours to have it collected and removed. The code enforcement division enforces this article under § 42-10, which lets it investigate, issue citations, and even abate a violation as a nuisance under chapter 34's abatement procedure one day after notifying the owner or occupant. Objects removed in an abatement can be returned to the owner only after fines are paid.
