Daviess County Code of Ordinances § 50.054 sets the collection window: all solid waste, other than bulky waste, must be collected on a regularly scheduled basis, and that collection must occur between 5:00 a.m. and 6:00 p.m., or at other times the Judge/Executive or a designee may set from time to time. The county's authority to run this system comes from § 50.050, which directs the county to provide for collection and disposal of solid waste generated countywide, either directly or through permits or contracts with a person, county, city, or combination thereof.

That same section expressly prohibits every person, entity, or commercial enterprise from collecting, sorting, processing, transporting, or disposing of solid waste generated in the county except as specifically authorized, meaning haulers cannot simply set up their own residential routes without going through the county's permit system in § 50.070. Once collected, § 50.055 makes the collector responsible for placing waste from the collection point into the transportation vehicle and for immediately cleaning up spillage or blowing litter caused by its own crew's work.
