Franklin County, FL Trash & Recycling: Collection Schedule (2026)

Franklin County Code § 13-7 does not set specific pickup days; instead it controls who may collect solid waste in the county at all. No person, firm or corporation may engage in the business of collecting household solid waste on a fee or charge basis in Franklin County, or for delivery to the Franklin County landfill, without first entering into a written contract with the Board of County Commissioners. No one may deliver solid waste to the landfill except under the terms of a current, valid contract with the board, or under a board resolution.

All waste delivered to the landfill is subject to the landfill tipping fee resolution as the board amends it from time to time, to any other applicable ordinance or resolution, to the terms of the hauler's contract, and to state and federal law. Subsection (d) carves out an exception for self-haulers: individual residents and businesses may deliver their own household or business solid waste to the landfill without a hauling contract, but only for their own waste, and that delivery is still subject to the landfill tipping fee and every other solid waste and landfill rule the board has adopted.

The section, adopted under Ordinance No. 91-5 on April 16, 1991, effectively means residential collection in unincorporated Franklin County runs through whatever contracted hauler the Board of County Commissioners has under agreement, rather than a menu of competing private haulers or a county-run truck fleet.
